REGULATIONS FOR SEWAGE COLLECTION FROM VESSELS
Marina Dąbie

§1. General provisions

  1. These regulations specify the principles, procedures and conditions for the collection of sanitary sewage from vessels moored or using the infrastructure of Marina Szczecin.
  2. The Regulations have been developed in accordance with the Act of 16 April 2004 on Nature Conservation, the Act of 27 April 2001 on Environmental Protection Law and IMO guidelines – Annex IV of the MARPOL 73/78 Convention.
  3. The purpose of the regulations is to prevent pollution of the aquatic environment by sewage from vessels and to ensure the efficient functioning of sewage collection.
  4. Each shipowner is obliged to report that they have a toilet on board, both a chemical and a stationary one, under penalty of not extending/concluding a stay agreement or having to leave the port in the case of shipowners of vessels visiting the port for a short period of time.

§2. Definitions

  1. Marina  – Marina Dąbie, located at Lake Dąbie in Szczecin, managed by the Sun & Sail Foundation, available at:  www.marina-szczecin.pl
  2. Yacht  – a sailing or motor yacht, motorboat, sailboat or other recreational or commercial vessel capable of moving independently on water.
  3. Sanitary sewage  – liquid waste from toilets located on yachts.
  4. User  – owner, ship operator, captain or person in charge of the unit using the Marina infrastructure.
  5. Wastewater collection  – the process of transferring wastewater from the unit’s tanks to the Marina’s receiving installation.

§3. Sewage control procedure

  1. After mooring the yacht with a toilet, the user immediately reports his arrival to the marina’s boatswain.
  2. Then the yacht user takes a sealing tool and independently places a seal on the drain valve of the sewage tank for the entire period of stay in the marina waters.   Then he reports the seal to the boatswain for inspection. The seal is placed regardless of the intention to use the sewage collection service.
  3. Emptying the chemical toilet into the marina’s sanitary facilities is mandatory and is performed by the yacht user himself after reporting it to the boatswain.
  4. The wastewater collection process is monitored and documented.
  5. The user is obliged to cooperate and immediately report any leaks, failures or suspicious substances.

Rules for using the mobile sewage collection system.

  1. Sewage collection is carried out  exclusively by the Marina’s technical staff  using its own equipment.
  2. The service is available  from 08:00 to 10:00 , from April to October, on weekdays and weekends.
  3. The user is obliged to notify in advance of their willingness to have sewage collected.
  4. The connection of the suction hoses to the deck connector is made only by a Marina employee.
  5. Once the operation is complete, all connections are disconnected and the devices are cleaned and disinfected.
  6. The Marina reserves the right to refuse to provide service in the event of:
    a) a faulty sanitary system on the unit,
    b) suspicion of industrial, chemical or petroleum pollution,
    c) violation of the terms of the regulations.

§5. Technical conditions

  1. The unit must be equipped with a closed wastewater tank with a connector enabling pressureless discharge.
  2. The tank must be tight, with no signs of damage or leaks.
  3. The use of disinfectant chemicals containing formaldehyde is prohibited.
  4. Marina is not responsible for any failures in the unit’s sanitary system during collection.

§6. Fees

  1. Sewage collection is:
    – payable  for guest units – according to the price list,

– payable for residential units – included in the parking price.

§7. Prohibitions and liability

  1. It is prohibited to:
    a) discharge sewage into the water body,
    b) use one’s own devices to pump sewage into the Marina systems,
    c) connect to the system without the presence of Marina staff.
  2. In the event of a breach of the regulations, Marina has the right to:
    a) discontinue collection,
    b) notify the administration authorities (WIOŚ, Municipal Guard, Water Police),
    c) refuse to provide further services.
  3. Any damage resulting from the user’s fault will be covered by the user on the basis of the invoice.
  4. Breaking the seal of the drain valve without the consent of the Marina staff will result in a penalty specified in the price list and the possibility of immediate termination of consent for further short-term mooring. The Marina reserves the right to randomly check the seals.

§8. Environmental protection

  1. Marina Szczecin takes action to minimize the impact of recreational navigation on the aquatic environment.
  2. Discharge of sewage into port waters is prohibited – in accordance with Article 9, paragraph 1 of the Act on the Prevention of Pollution from Ships.
  3. Marina monitors the amount of sewage discharged and cooperates with the waste collection company on the basis of a contract.

§9. Final provisions

  1. Marina reserves the right to change these regulations at any time.
  2. The regulations apply to all users of the Marina infrastructure and constitute an integral part of the mooring agreement.
